While some users are comfortable editing the /etc/default/grub configuration file manually to change things like default operating system to boot or timeout time, other users may be more comfortable using a GUI (graphical user interface) to make such changes.
Start-Up Manager allows you to make changes to the boot menu through a GUI, and this guide shows you how to install Start-Up Manager.
The package you want to install is called startupmanager. If you don't know how to install software in Ubuntu, read this.
Once installed, Startup Manager is pretty easy to use.
Just go to System > Administration > StartUp-Manager
Wait for it to start up.
Then you can easily change the timeout or make another operating system the default boot option.
